Call for Project Proposals under the Enabling Fund 2025-2026

The British Embassy Kyiv is inviting non-profit organizations to submit project proposals for funding under the Enabling Fund (EF) for the period of May 2025 to March 2026. The EF is designed to complement large-scale UK-funded programs in Ukraine by supporting smaller, quick-impact projects. It aims to provide unique UK expertise on top priorities for the Ukrainian government or to explore new areas for potential future interventions. Proposals that align with the goals of the 100 Year Partnership, which aims to strengthen the relationship between the UK and Ukraine across all sectors, are particularly encouraged.

Key Focus Areas:

Strengthening Democratic Institutions & Supporting Reforms:

This includes enhancing Ukraine’s national and regional democratic institutions, aiding Ukraine’s progress towards EU, IMF, and NATO standards, and bolstering Ukraine’s tech innovation capabilities. Specific areas of support may involve local media, media watchdogs, and initiatives addressing critical information needs in frontline areas, including occupied Crimea. Support for the development of academic, scientific, and research initiatives in collaboration with UK partners, especially in sectors such as education, economics, and banking, is also encouraged. Furthermore, projects designed to harmonize recovery plans between local hromadas and national or regional frameworks will be supported.

Supporting Vulnerable Groups:

Projects that support groups not covered by larger UK programs are a priority, particularly those focused on creating a barrier-free Ukraine and protecting the rights of persons with disabilities and LGBT individuals. Additionally, initiatives that advocate for human rights in temporarily occupied territories, including Crimea, and promote the reintegration of de-occupied territories—particularly those related to the reintegration of children—are welcome. Projects should foster cooperation between state institutions, civil society, and international partners.

Funding Details:

  • The minimum funding available per project is £75,000, with a maximum of £100,000. Proposals that include co-funding or self-funding contributions will be given priority.
  • Funding is for the UK financial year 2025-2026 (April 2025–March 2026), and projects must be completed with all payments made by March 15, 2026.
  • Successful proposals should demonstrate the potential for scalable impact should additional funding become available.

Application Process:

  • Proposals must be submitted using the standard Project Proposal Form along with a detailed Activity Based Budget (ABB) in GBP (not UAH). Submissions in other formats will not be considered.
  • Proposals must also clearly demonstrate how they align with Gender Equality and Social Inclusion (GESI) standards, particularly categories D or E, showing explicit objectives for advancing gender equality within the project framework.
  • All projects should comply with the Paris Agreement on Climate Change, ensuring they do not cause environmental harm and support climate adaptation efforts where relevant.
  • Applicants must be able to receive funds in GBP and maintain a GBP bank account for the project.

Deadline and Evaluation:

  • The deadline for submitting proposals is 17:00 (Kyiv time) on March 21, 2025. Submissions should be sent to [email protected].
  • In the subject line of the email, please include the applicant’s name, the focus area (1 or 2), and the specific subtopic (e.g., [NGO Name]/Area 1/Support to Local Hromadas).
  • The selection process is competitive, and only selected projects will receive funding. Applicants who do not hear back by the end of April will have been unsuccessful in this round. Feedback will not be provided to unsuccessful applicants due to the volume of submissions.

The British Embassy Kyiv will conduct due diligence on all potential grantees, including reference checks. The Embassy reserves the right to accept or reject any proposal without explanation.

Proposals for the selected projects will be evaluated by the end of April 2025, with successful initiatives beginning in May 2025.
